Gentrification is reshaping cities worldwide, resulting in seductive spaces and exclusive communities that aspire to innovation, creativity, sustainability, and technological sophistication. Gentrification is also contributing to growing social-spatial division and urban inequality and precarity. In a time of escalating housing crisis, unaffordable cities, and racial tension, scholars speak of eco-gentrification, techno-gentrification, super-gentrification, and planetary gentrification to describe the different forms and scales of involuntary displacement occurring in vulnerable communities in response to current patterns of development and the hype-driven discourses of the creative city, smart city, millennial city, and sustainable city. In this context, how do contemporary creative practices in art, architecture, and related fields help to produce or resist gentrification? What does gentrification look and feel like in specific sites and communities around the globe, and how is that appearance or feeling implicated in promoting stylized renewal to a privileged public? In what ways do the aesthetics of gentrification express contested conditions of migration and mobility? Addressing these questions, this book examines the relationship between aesthetics and gentrification in contemporary cities from multiple, comparative, global, and transnational perspectives.

This chapter revisits the tax status of parsonages and parsonage allowances. The tax treatment of these allowances is an important test case for many of the themes advanced in this book. Some states exempt clerical residences from taxation. Other states do not. The Internal Revenue Code excludes from ministers’ gross incomes both the imputed rental value of parsonages provided in-kind and cash parsonage allowances. These income tax exclusions are constitutionally permitted, though not constitutionally compelled, to reduce church-state enforcement entanglement. Such minimization of church-state entanglement is a legitimately nonsubsidizing, secular purpose. However, the Code’s exclusion of cash housing allowances from ministers’ incomes is not justified as a matter of tax policy. Such cash transactions are easily valued and give cash to the minister to pay income tax. Thus, taxing cash parsonage allowances would entail less enforcement entanglement than would the taxation of housing provided to clergy in kind.

By the late 1960s and early 1970s, reeling from a wave of urban uprisings, politicians finally worked to end the practice of redlining. Reasoning that the turbulence could be calmed by turning Black city-dwellers into homeowners, they passed the Housing and Urban Development Act of 1968, and set about establishing policies to induce mortgage lenders and the real estate industry to treat Black homebuyers equally. The disaster that ensued revealed that racist exclusion had not been eradicated, but rather transmuted into a new phenomenon of predatory inclusion. Race for Profit uncovers how exploitative real estate practices continued well after housing discrimination was banned. The same racist structures and individuals remained intact after redlining’s end, and close relationships between regulators and the industry created incentives to ignore improprieties. Meanwhile, new policies meant to encourage low-income homeownership created new methods to exploit Black homeowners. The federal government guaranteed urban mortgages in an attempt to overcome resistance to lending to Black buyers – as if unprofitability, rather than racism, was the cause of housing segregation. Bankers, investors, and real estate agents took advantage of the perverse incentives, targeting the Black women most likely to fail to keep up their home payments and slip into foreclosure, multiplying their profits. As a result, by the end of the 1970s, the nation’s first programs to encourage Black homeownership ended with tens of thousands of foreclosures in Black communities across the country. The push to uplift Black homeownership had descended into a goldmine for realtors and mortgage lenders, and a ready-made cudgel for the champions of deregulation to wield against government intervention of any kind. Narrating the story of a sea-change in housing policy and its dire impact on African Americans, Race for Profit reveals how the urban core was transformed into a new frontier of cynical extraction.

This book examines absolute poverty in Europe, which is at the moment fairly neglected in academic and policy discourse. It opens with conceptual and methodological considerations that prepare the ground for an application of the concept of absolute poverty in the context of affluent societies and analyses shortcomings of social statistics as well as possibilities to include highly vulnerable groups. This includes thoughts on ethics of research in this particular field where people live under severe circumstances and research can make a difference. The book sheds light on crucial dimensions of deprivation and social exclusion of people in absolute poverty in affluent societies: access to health care, housing and nutrition, poverty related shame and violence. After conceptual and practical issues, the book investigates into different policy responses to absolute poverty in affluent societies from social policy concerns to civic organizations, e. g. food donations, and penalisation and “social cleansing” of highly visible poor. The book finally frames this discussion by profound ethical considerations and normative reasoning about absolute poverty and its alleviation, how it is related to concerns of justice/injustice as well as human dignity. Furthermore, it questions the power and importance of human rights and their judicial protection in regard of persons in absolute poverty.

Urbanization is rapidly overtaking China and India, the two most populous countries in the world. One-sixth of humanity now lives in either a Chinese or Indian city. This transformation has unleashed enormous pressures on land use, housing, and the environment. Despite the stakes, the workings of urban governance in China and India remain obscure and poorly understood. This book explores how China and India govern their cities and how their different styles of governance produce inequality and exclusion. Drawing upon historical comparative analyses and extensive fieldwork (in Beijing, Guangzhou, Wukan, Delhi, Mumbai, and Kolkata), the book investigates the ways that Chinese and Indian cities manage land acquisition, slum clearance, and air pollution. It discovers that the two countries address these issues through radically different approaches. In China, urban governance centers on territorial institutions, such as hukou and the cadre evaluation system. In India, urban governance centers on associational politics, encompassing contingent alliances formed among state actors, the private sector, and civil society groups. The book traces the origins of territorial and associational forms of governance to late imperial China and precolonial India. It then shows how these forms have evolved to shape urban growth and residents' struggles today. As the number of urban residents in China and India reaches beyond a billion, this book makes clear that the development of cities in these two nations will have profound consequences well beyond their borders.

From upscale restaurants to community gardens, food often reflects shifts in taste that are emblematic of gentrification. The prestige that food retail and urban agriculture can lend to a neighborhood helps to increase property values, fostering the displacement of long-term residents while shifting local culture to create new inclusions and exclusions. And yet, many activists who oppose this dynamic have found food both a powerful symbol and an important tool through which to fight against it at scales ranging from individual consumption to state and national policy. The book argues that food and gentrification are deeply entangled, and that examining food retail and food practices is critical to understanding urban development. A series of case studies, from super-gentrifying cities like New York, to oft-neglected places like Oklahoma City, show that while gentrification always has its own local flavor, there are many commonalities. In the context of displacement, food reflects power struggles between differently situated class and ethnoracial groups. Through the lens of food, we can see that who has a right to the gentrifying city is not just about housing, but also includes the everyday practices of living, working, and eating in the places we call home.
