Occupy Wall Street (OWS) is a massive protest movement calling for radical social change and an end to unbridled corruption. OWS emerged in September 2011 in New York with highly confrontational demonstrations against the Wall Street banks, and a small encampment in the city’s financial district. Within weeks, hundreds of local camps emerged throughout the U.S., along with ongoing series of vehement, decentralized protest actions. Much to the chagrin of the American political establishment, OWS operates as an elusive and flexible, “leaderless” organization, without a centralized authority or p

This article looks at the organization of democratic legislatures. It is argued that the lure of office supports the formation of legislative parties and coalitions. It is noted that much recent theorizing about legislatures start by suggesting a certain structure of agenda-setting powers, before conclusions about various legislative outcomes are derived. A review of related literature is provided, which stresses the differences between veto power and proposal power; and between centralized and decentralized agenda power.

An autonomous decentralized control mechanism, where the coordination of simple individual components yields non-trivial macroscopic behavior or functionalities, is a key to understanding how animals orchestrate the large degrees of freedom of their bodies in response to different situations. To alleviate this problem, we focus, in this chapter, on the plasmodium of a true slime mold (Physarum polycephalum), which is a primitive multinucleate single-cell organism. This chapter provides an overview of the political economy of federalism. The core of the chapter focuses on the classic Tiebout framework and its support for a decentralized federal system. However, it goes beyond the Tiebout world in suggesting a framework that is expanded to take into account bargaining among governmental units. The chapter also describes political models of legislative and executive branch decision-making that suggest the potential benefits and costs associated with centralized government. Ultimately, the choice of an “optimal” level of decentralization depends on the rela

It first draws a distinction between states directly involved in conflict either as the instigator or as the victim of an unlawful armed intervention, and ‘third states’. It then considers the rules that define the legal position of third states in situations arising from an unlawful use of force, as well as the responses that such states are entitled or obliged to take when dealing with such situations. This idea informed the new field of cybernetics and the social philosophy of Paul Goodman and Gregory Bateson. As this highly original work explains, morality is not fixed objectively, independently of all human judgment, nor is it something that we “invent.” Rather, working within zones of objective indeterminacy, the moral community—the community of all persons—has the authority to introduce new moral norms. These further specify the preexisting moral norms, making an objective difference to individuals’ moral rights and duties. The moral community, so-called, could not exercise authority unless it had some structure whereby it could act. Unlike political communities, which are centralized, noninclus
