Abstract:
We present the comparative analysis of the impact of centralized and decentralized corruption for private sector. Theory and empirical evidence point out to a “double jeopardy” of decentralized corruption which increases the burden of corruption upon private firms and weakens the incentives of bureaucracy to provide public production inputs, such as infrastructure. These outcomes are produced by simultaneous free-riding and the tragedy of the commons effects. The empirical part of the paper utilizes data of the Business Environment and Enterprise Performance project.

Centralized sanctioning institutions have been shown to emerge naturally through social learning, displace all other forms of punishment and lead to stable cooperation. However, this result provokes a number of questions. If centralized sanctioning is so successful, then why do many highly authoritarian states suffer from low levels of cooperation? Why do states with high levels of public good provision tend to rely more on citizen-driven peer punishment? Here, we consider how corruption influences the evolution of cooperation and punishment. Abstract:
The discourse on decentralisation in developing countries is seen as a strategy in restructuring and improving economic, social and public welfare including the education sector. This idea is fundamentally in line with the goals of Education for All (EFA). The experience of Indonesia that had shifted from a strongly centralised system to a decentralised one in the early 2000s provides an interesting case. This article argues that the current decentralised system in education has seen an insignificant effect in achieving EFA. Through an extensive literature study, this article draws attention t

AbstractWe make a distinction between centralized, decentralized, and distributed payment mechanisms. A centralized payment mechanism processes a transaction using a trusted third party. A decentralized payment mechanism processes a transaction between the parties to the transaction. A distributed payment mechanism relies on the network of users to process a transaction on a shared ledger. We maintain that bitcoin is neither a centralized nor a decentralized payment mechanism. It is, instead, a distributed payment mechanism. We then consider decentralized and centralized aspects of the broader

A comparative analysis of centralized and decentralized federal systems with the exploration of their governance structures and the implications for policy implementation is conducted in this research. Centralized and decentralized systems with their attributes are studied and critically analyzed. By examining case studies from various countries, the research seeks to shed light on the strengths and weaknesses of each system and identify the factors that contribute to its effectiveness. The paper also delves into the distribution of powers, decision-making processes, fiscal arrangements, and t

Most assets are traded in multiple interconnected trading venues. This paper develops an equilibrium model of decentralized markets that accommodates general market structures with coexisting exchanges. Decentralized markets can allocate risk among traders with different risk preferences more efficiently, thus realizing gains from trade that cannot be reproduced in centralized markets. Market decentralization always increases price impact. Yet, markets in which assets are traded in multiple exchanges, whether they are disjoint or intermediated, can give higher welfare than the centralized mark

Clean heating has not been widely applied in rural Chinese areas. Considering the abundance of solar energy resources, harvesting solar energy for heating can be an effective solution to the problem of space heating in most rural areas. As the disperse building distribution in rural areas makes it difficult to implement centralized heating on a large scale, deploying centralized–decentralized hybrid solar heating system can achieve the best result from both the technical and economic perspectives. Introduction. The formation of public administration in Ukraine is simultaneously influenced by many factors. These are both the service view of the state and the development of the doctrine of administrative services, and the implementation of decentralization reform, in particular the consolidation of territorial communities, as well as digitalization. In this context, it becomes an urgent task to assess the effectiveness of policy on decentralization of powers, its positives, risks, prospects. Aim of the article. This article focuses on the link between administrative reform and decentralized corruption in German municipalities. It argues on the basis of survey findings, that the decentralization process of public service delivery from core administration to public enterprises during the last years has not only resulted in a shift of administrative authority, personnel and financial resources to newly established public enterprises but also in a shift towards decentralized corruption. Findings show that the perceived quantity of decentralized corruption is as high as bureaucratic corruption. In the cou

The sustainable delivery of basic services continues to be an elusive goal for water and sanitation operators in developing countries. In Honduras, both centralized and decentralized providers of water and sanitation coexist simultaneously, providing an opportunity to compare the effectiveness of each approach amid similar constraints. This analysis uses ten variables that measure access, efficiency and sustainability, in comparing the experiences of 16 potable water systems in small- and medium-sized cities, operated by centralized and decentralized water authorities. Abstract Bitcoin is a distributed system. The dilemma it poses to the legal systems is that it is hardly possible to regulate a distributed network in a centralized fashion, as decentralized cryptocurrencies are antithetical to the existing centralized structure of monetary and financial regulation. This article proposes a more nuanced policy recommendation for regulatory intervention in the cryptocurrency ecosystem, which relies on a decentralized regulatory architecture built upon the existing regulatory infrastructure and makes use of the existing and emerging middlemen.
