This turn raises questions relating to governance on the one hand and issues relating to the participation of different sectors therein on the other. This study protocol outlines a two-part study that will evaluate an evidence-based metacognitive approach to literacy, the Strathclyde Higher Order Thinking Skills programme (SHORS).
