This dissertation examines why military decision makers struggle to evaluate their policies and why they often stick to unsuccessful strategies for so long. The core argument is that strategic assessment involves genuine analytic challenges which contemporary scholarship typically does not take into account. Prominent theoretical frameworks predict that the longer decision makers go without achieving their objectives, the more pessimistic they should become about their ability to do so, and the more likely they should be to change course. In order to explain presidential decisions to use force, a model is developed that incorporates three distinct decision-making environments. The results indicate the president is responsive not only to domestic and international environments, but also to the resource evaluation environment. The evidence here demonstrates that while these two environments are important the president can't use force arbitrarily; rather, his evaluation of resources available for the use of force can limit his ability to engage the military during crisis situations.

This dissertation investigates some of the factors affecting modern household finance decisions in the United States using natural experimental variation and administrative data. In Chapter 1 I estimate the effects of financial education on retirement savings decisions. Between 2007 and 2008 the U.S. Army implemented a mandatory 8 hour Personal Financial Management Course (PFMC) for new soldiers.
