This paper examines the current state of artificial intelligence (AI) adoption in Philippine businesses and industries, analyzing the barriers to adoption and evaluating the government's role in fostering AI-driven industrial development. Through an analysis of various AI readiness indices and case studies, the research finds that while basic digital infrastructure is widespread, with 90.8 percent of establishments having computers and 81 percent having internet access, advanced technology adoption remains limited. Only 14.9 percent of firms use AI technologies, with adoption concentrated in u

Abstract:
In this working paper, our focus is on the constitutional debates and case law regarding the right to privacy, adopting a method that is largely theoretical. In an accompanying separate working paper, A South African Public Law Perspective on Digitalisation in the Health Sector, we employ the analysis developed here and focus on the specific case of digital technologies in the health sector. The topic and task of these papers lie at the confluence of many areas of contemporary society. To demonstrate and apply the argument of this paper, it would be possible and valuable to extend its analysis

Abstract:
Despite overall progress in COVID-19 vaccination rates in Cleveland, vaccine inequity persists as young people from minority communities are often less likely to be vaccinated. COVID-19 vaccine hesitancy is not just an issue of misinformation or lack of information. Vaccine hesitancy among young people is reflective of wider issues such as mistrust in the state or the medical establishment and negative experiences during the pandemic. This report is based on case study research conducted among minority youth (ages 12-18) in Cleveland, Ohio. While public discourse may label young people as “vac

Abstract:
I provide estimates of intergenerational mobility (IGM) in education at a disaggregated geographic level for Chile, a country with high school-level stratification by socioeconomic status and a decentralized administration of public schools. I document wide variation across communes. Relative mobility is correlated to the number of doctors, the number of students per teacher, and earnings inequality. Using a LASSO, I find that the share of students enrolled in public schools, the number of students per teacher, population density, and municipal budget are the strongest predictors of IGM. I als

Abstract:
Any analysis of a “National Educational System” reveals a highly complex social production system that is neither a hierarchical organization, nor a market, nor simply a misaligned system of principals and agents. It is, instead, a complex array of social actors bound together through various social structures and processes on one hand, and important functional relationships on the other. In approaching the challenge of moving that system towards sustained productivity gains, national governments naturally fall prey to the assumption that, in the principal/agent framework they are the principa
