Too many young people are not on meaningful college or career pathways at a time when the workforce increasingly demands a higher level of education and skills. While a lack of education is a major barrier to employment, there are not enough alternatives to the one-size-fits-all high school to college trajectory that leaves 60% of Americans without any kind of college degree (U.S. Census Bureau, 2013). This chapter describes the main levers to develop an efficient vocational training offer in the context of a strategic displayed willingness for continuous improvement and excellence. The case study examines a Level 1 undergraduate course delivered totally online to 8,500 students of the UK Open University (OU). Context, philosophy, design and learning outcomes are described. The author compares personal experience of tutoring the course to normal OU distance teaching methods and argues that computer-mediated conferencing (CMC) has a major impact on student learning styles and in changing roles within the teaching team; a learning community develops, triggering co-learning, co-tuition and co-counseling. The CMC also enables efficient academic and administrative information flow, and fast feedback for informal evaluation. The evaluation cycle is completed by reference to student feedback via a Web-site questionnaire and institutional change action. The study shows that technology to support global delivery is adequately robust, and success rates on the programme are similar to other OU courses. Pre-entry and online educational guidance is identified as an area needing further consideration.

In the education system, the students may find counselors, but student-to-counselor ratio is higher, which forces us to implement an automated system for the guidance of the students. Career counseling can be useful for students to evaluate their careers and select the best direction for the future. This chapter aims to explore, develop, and implement the effective means of analyzing student career counseling, guidelines, and decision making. The authors have developed a realistic dataset from a different mindset of students. The research started once the student provides the machine input about the individual choices about taking admission for matriculation, intermediate, and or short course. The machine learning algorithms like logistic model tree, naïve Bayes, J48, and random forest are used to predict career options. In evaluated results, they found the best algorithm based on the accuracy of kappa statistics, mean absolute error, and correctly classified or incorrectly classified for career-related problems.

Globally, choosing the right tertiary programme for university (higher) education is quite a difficult task for students. A wide range of programmes are offered by the individual universities which differ in terms of delivery modes and entry requirements. Technology inclusion in the 21st century has paved the way for the proliferation of electronic/computing systems such as electronic counseling (e-counseling) and electronic learning (e-learning). By employing a quantitative research instrument (questionnaire) to ascertain technology acceptance of Senior High School (SHS) in Ghana, this chapter proposes a web-based (e-counseling) expert system which will match students' backgrounds with the right tertiary programme towards career development. Evaluation of our proposed approach suggests that majority of the selected students (80%) out of 100 who used the system accepted and embraced it. Such a system will therefore solve and improve career guidance, counseling, and development problems of SHS students in Ghana.

Adjusting to college is difficult regardless if the student is entering higher education immediately after graduating from high school, returning as a re-admit, or an adult entering college after an extended period of time working or raising a family. While colleges offer numerous specialized student support services from tutoring to psychological counseling, most individuals would benefit from added guidance, support, and empowerment from a mentor. While traditional (face-to-face) mentoring is an excellent option, it requires that specific financial, time, schedule, and geographic elements be met. Abstract:
The article is devoted to the analysis of the main factors influencing the preservation and development of Ukraine's labor potential, the study of key areas of public policy in this area and the definition of recommendations for its improvement. The condition and current problems of implementation of labor legislation are studied, the ways of reducing unregulated employment are determined; areas for reforming labor legislation in the field of wages, ensuring proper and safe working conditions are identified; the need to increase the role of social dialogue in the regulation of social and labor relations is stressed; the need to improve the system of vocational guidance and vocational training is identified. The article analyzes the relationship between educational policy and the condition of education at all levels and its impact on the preservation and development of labor potential. Emphasis is placed on the need to revise the system of vocational training by state order, which will help reduce the imbalance of supply and demand in the labor market for certain specialties. Attention is paid to the issues of self-education of employees and lifelong learning. The authors analyze in the article the demographic situation in Ukraine and the role of demographic policy in preserving and developing the labor potential of Ukraine. One of the factors that also affect the preservation and development of Ukraine's labor potential is the high level of external labor migration. Special attention is paid to issues related to the educational migration of Ukrainian citizens. The conclusions emphasize the need to develop a comprehensive “Strategy for the preservation and development of labor potential of Ukraine”, which will include: 1. The normative component determines the legal provision for the preservation and development of labor potential. It is based on labor and social legislation that establishes the level of protection of persons who exercise or may exercise their right to work in the future. At the same time, the normative component is the whole set of normative-legal acts that will regulate practical steps to the preservation and development of labor potential, including the definition of state policy in this direction. 2. The economic component includes the analysis of economic policy of the state as a whole; determining the economic opportunities of society and the individual in Ukraine, their relationship with similar opportunities that exist in the realization of the labor potential of the individual abroad; establishment of favorable and unfavorable conditions that affect the development of labor potential of the state and society. 3. The educational component provides an analysis of the market of educational services, its compliance with the requirements and challenges of the labor market; determination of qualification requirements and skills of graduates, most necessary from the position of the employer; establishing ways to balance supply and demand in the labor market through educational policy, in particular, shifting the emphasis from the theoretical to the practical component of training within vocational and higher education; development of an adult education program (lifelong learning). An important area of educational policy is measures aimed at reducing the level of educational migration. 4. The migration component is an analysis of the migration policy of Ukraine and identification of ways to reduce the level of labor migration of workers and the outflow of qualified personnel. 5. The demographic component includes identifying ways to improve the demographic situation of Ukraine and its individual regions as a factor that directly affects the labor potential of the state in the future. It also includes health policy, in particular, the study of factors influencing the health of the population, ways to improve the quality and accessibility of medical services, the introduction of compulsory state health insurance.
